The Program Evaluation and Planning (PEP) Department oversees agency-wide efforts in performance management, promotes implementation of evidence-based practice, and supports evidence-generating activities. We are looking for a dynamic and compassionate Child Welfare Coordinator to partner with GSS child welfare programs to promote and support the use of data to strengthen practice. The Child Welfare Coordinator works directly with foster care programs and supervises the Child Welfare Program Analyst’s work with Prevention and NSP programs.
Reports to: DEPUTY DIRECTOR, PROGRAM EVALUATION AND PLANNING
Location: 305 Seventh Avenue, New York, New York 10001
Hours: 35 Hours/Week; Exempt
Participate in program planning:
Partner with programs to develop and revise logic models
Identify relevant evaluation and assessment resources from the research literature
Implement and oversee data management:
Partner with programs to design and implement effective data collection systems to meet internal and funder requirements
Collaborate with IT Application Specialist to support the customization of program tracking in EvolvCS
Analyze data and report outcomes:
Produce outcomes reports and supplemental data analysis at regular intervals for program review
Provide timely data for private and public grant reports and proposals
Manage ACS Scorecard/PAMS process: review data for accuracy, submit rebuttals/corrections to ACS, and analyze data to inform practice and meet ACS mandates
Use findings to improve services:
Guide programs in interpreting ACS and internal data/outcomes to identify performance strengths, areas in need of development and relevant action plans
Host collaborative meetings with program and provide technical assistance, workshops and trainings as needed
Share information and leverage partnerships:
Act as a liaison between GSS and ACS and advocate on behalf of GSS, including representing GSS at COFCCA Accountability meetings, ACS sessions on Scorecard, and other relevant forums
Communicate critical information regarding ACS initiatives, compliance standards, etc. to program
Partner with T/FFC & 17th Street Quality Coordinators to share best practices, coordinate improvement efforts and support efficient delivery of QI/QA activities
Collaborate with PEP child welfare team members to support holistic approach to programs’ outcomes management, quality practice standards and compliance needs
Supervise Child Welfare Program Analyst and lead strategic planning around child welfare outcomes:
Support Prevention & NSP outcomes management and advocacy
Share best practices across all child welfare programs and identify areas for innovation
Support Deputy Director with special projects, as needed
Master’s degree in Social Work or a related field preferred
Superior data management skills in SPSS and Excel required; previous experience with databases (i.e. EvolvCS, Connections) preferred
Experience in child welfare direct practice and QI/QA preferred
Experience facilitating small group trainings and previous supervisory experience highly preferred
Superior analytical, organizational and communication (verbal & written) skills
Strong customer service sensibility and ability to work collaboratively with a variety of people
Must be self-motivated, detail-oriented and capable managing multiple tasks in a fast-paced environment
Ability to use public transportation for travel to program locations throughout New York City
