A doctoral degree (PhD, EdD, etc) is required at the time of starting the fellowship. In addition, Spanish proficiency is desirable but not required.  Due to requirements of the funding agency, candidates must be a citizen or a noncitizen national of the United States or have been lawfully admitted for permanent residence at the time of appointment.
